Nearly two months ago I was reminded by the National Parks Conservation Association of the unresolved issue of how scenic air tours over national parks should be managed.
In a nutshell, the problem stems from a turf battle between the National Park Service, which believes it holds jurisdiction for the skies over national parks, and the Federal Aviation Administration, which believes it has the final say over anything involving flying machines.
