Nix my first guess, 5 hours in the car with my 7 yr old granddaughter did me in. Here is my next one. It is from Johnstown Flood Memorial and the arrow is pointing at the depth marker.

Wow, Caprice; those are wonderfully imaginative guesses. And the granddaughter tale is truly inspired weaselspeak. If we had an honorable mention category for this puzzler, you'd be a shoe-in. ;o) It remains that neither of your recent guesses is in the ballpark.
